About the Meguro River Ebara Camera
Most people know the Meguro River for the cherry blossoms that arch over it at Naka-Meguro each spring. This camera shows a more working stretch: the river at Nishi-Gotanda in Shinagawa City, beside the Ebara regulating reservoir, streamed by the Tokyo Metropolitan Government as one of its river-monitoring stations.
The Ebara reservoir is part of the city's flood defences. During intense rain, water that the channel cannot carry is diverted and held there until the river can take it again, protecting the dense neighbourhoods downstream toward Tokyo Bay.
In dry weather the frame is a narrow, walled urban channel with Gotanda's buildings rising behind it. In a summer downpour it becomes one of the clearest ways to see Tokyo's flood engineering doing its job in real time.
