About the Zenpukuji River Ogikubo Camera
This camera is run by Suginami City itself rather than the metropolitan government. It watches the Zenpukuji River near Ogikubo Park in Ogikubo 2-chome, just downstream of Matsumi Bridge, in the residential heart of western Tokyo.
The Zenpukuji River rises at Zenpukuji Pond and flows roughly ten kilometres east through Suginami before joining the Kanda River on the Nakano border. It is a small river in a large, heavily built catchment, and the ward has invested in underground flood storage, including the reservoir beneath Loop Road 7, after serious flooding in the torrential rain of September 2005.
Most of the time the view is of a narrow, tree-lined channel through quiet housing. During heavy rain it lets residents see at a glance whether the water is nearing the top of the banks.
